Why do I have hypertensive retinopathy when I don’t have high blood pressure?!

I’m so confused. I went to my eye doctor and was asked about my blood pressure. Then I was told I have a condition called hypertensive retinopathy. I may have had high blood pressure when I used to have panic attacks, but never consistently. Has this happened to anyone else?
