I don't think you are wrong. In fact, it should be up to you if you want to "treat" your sister with a gift, whether it may be clothes, movie tickets or "here's $20 go have fun"
you shouldn't be forced to just give up your money to your sister.

Replyno, you're not in the wrong. after all, your hard work = your money. you can do anything you want with it. however, like the other person said, treating your sister from time to time when you have more than enough money to spare is a good decision.
the situation depends on the reason your mom wants your sister to have money tho (why can't your mom give your sister money herself? is she going through financial problems? and is the money going to be used for necessities or more of desires?)
