The crazy thing about our dog is even though he used to use a pee pad indoors , we moved and has refused ever since. Well he's stubborn too.
So all during summer and fall , rain or shine Ive had to walk him to get him to do his business especially to poop. Ok he's used it maybe 1 or 2 time's indoors in an emergency. He will pee outside the door usually. But to poop he always has to go for a walk.
Ok now its winter. Temps are below 0 so is the wind-chill. So. Out of habit he will uhhh us meaning he wants to go pee or poop. Something has made him afraid to use it in here. We moved in and he stopped using a pad. Its not where he grew up.
Well We're not about to risk hypothermia or frostbite by his stubbornness. He'd rather walk in snow or rain as do it in here. We just wish he'd use it on a pad. Its freezing outside. He knows how to use a pad but he won't. I don't know I guess we'll have to wait him out.

Frustrating I know. I don't think pee/poop pads work with dogs because they get used to a place, not a thing. Like you said he used it at the old place but not the new place. But yea I know how much it sucks to go out in the dead of winter to walk the dog. I just tough it out and call it an exercise (otherwise I'd lie on my butt all day in the winter lol). So on the plus side I bet you're in shape and look great haha
