I am in an advanced math class, my teacher has a thick Russian accent which you can barely understand, and she and expects us to know everything off the bat. I'm currently on the cusp of failing the class, so my parents over and over propose tutoring but for some reason having to take the energy and time to go to tutoring makes me feel dumb. I'm not sure if I'm just lazy or it's something else. Just being told I need help academically makes me feel stupid.

You are not alone, and math professionals sometimes struggle to empathize with students. It is easy to them, so they can often assume their lessons make perfect sense to everuses.
A tutor is not a sign of weakness, and some schools offer tutoring for free. Use it, as it is getting more information and context.
Practice, ask questions, experiment, and as able, look up world and work examples of how these principles are used.
One day at a time, do your best, and be your best you. This is one part of your journey.
